Are we running out of water? What your customers actually want to know
A plain-language way to answer the three questions every water customer actually asks, before your next community meeting does.
No utility can promise it will never run short, but you can give a real answer: what you watch, what triggers a change, and what customers should do at each stage. Supply, safety, and billing questions all trace back to the same four things customers care about: is the water safe, does it come out of the tap, is the bill accurate, and does someone help when something breaks. Answer those in plain language, on the bill and at the meeting, before residents fill the silence themselves.
You call a meeting to walk residents through a capital plan or a new well. The questions that come back are simpler than your slides. Are we running out of water, is my water safe, and why did my bill go up.
Spend the meeting on asset schedules instead, and you leave having answered nothing anyone actually asked. That gap has a cost. Research on water-utility communication found that customers care about four things: safe water, water that comes out of the tap, an accurate bill, and help when something breaks.
Every question at a meeting traces back to one of those four. Answer them directly, in plain language, with your own system's facts. The meeting goes differently.
Silence has a cost too. Only about a third of residents get water information from their own supplier; most get it from the media instead. If you do not answer these questions, someone else answers them for you.
What your customers actually want to know
Before you build a slide deck, sort every likely question into one of the four buckets above. "Are we running out" and "is the well going dry" are supply questions; "is it safe to drink" and "why does it taste different" are safety questions. "Why did my bill jump" and "why are rates going up again" are cost questions.
A fourth bucket, help, covers "who do I call" and "when will this be fixed." Most meetings go sideways because staff answer with system detail, pump curves and capital schedules, when the resident asked a plain question. Match your answer to the question that was actually asked, not the one you prepared slides for.
Are we running out of water?
The honest answer is rarely a flat yes or no. It is a plan: what you watch, what triggers a change, and what happens at each stage.
A water shortage is not the same thing as a drought. Drought is a stretch of low precipitation; a shortage is what happens when your supply drops below what your demand needs. It can come from drought, from a system failure, or from a regulatory limit on your supply, and each deserves the same honest answer.
Utilities that wait until reserves are nearly gone to say anything cause more harm than utilities that start talking about demand early. Planning ahead of a shortage, not reacting to one, is the point of a water shortage contingency plan.
A shortage contingency plan keeps water flowing for health and safety first. It also limits the damage a shortage does to the local economy and to daily life along the way.
One widely used state planning guide lays out a sample order for who gets water first if supply gets tight:
- Health and safety uses (drinking, sanitation, firefighting) first.
- Commercial, industrial, and institutional users next, to protect local jobs.
- Permanent crops next, because they take years to replace.
- Annual crops after that.
- Landscaping after that.
- New demand last.
Your own system may set a different order based on local conditions. The discipline is the same: decide the order before you need it, not during the emergency.
States vary in what they require here. Some require utilities above a certain size to file a formal shortage contingency analysis on a set schedule. Ask your state drinking water program or state rural water association what applies to a system your size, since requirements differ.
Is my water safe?
Say what you tested, what the result was, and what it means for someone filling a glass tonight. That is the whole answer. Do not bury it under an explanation of your treatment process first.
Research on customer satisfaction found that well-informed customers are two to four times more satisfied about water quality than customers who are not. That holds true even when both groups are drinking the exact same water. The uninformed group was also far more likely to report taste, smell, or safety worries on that same water.
Information itself changes how people experience their water, before anything about the water actually changes. If something has changed, a flush, a line repair, a temporary notice, say so plainly. Give the one action a customer should take, like running the tap for a few minutes.
Lead with the answer. Offer the technical detail to anyone who wants more.
Why did my bill go up?
Rates rise because the true cost of running the system rises: chemicals, electricity, aging pipe replacement, and inflation on all of it. Say that plainly rather than assuming residents connect the dots on their own.
Two things from rate-communication research are worth building into every bill conversation. Lead with the need, not the number. Establish what the increase pays for before you show the dollar figure, then use a small, real example, like a bill moving from $50 to $55, instead of a percentage.
A percentage alone tends to sound bigger and scarier than what it means to one household. Put the explanation where people actually read it. Information printed on the bill itself is the single most-read channel utilities have, well ahead of bill inserts and the utility website.
The single most valuable message you can send, per that same research, is simply how to lower your own bill. Without it, a surprising bill reads as a mistake. With it, a customer checks their own use first, before they call you angry.
How a shortage plan turns a scary question into a real answer
Building a real answer to "are we running out" is a planning exercise, not a communications trick. It starts with comparing your supply to your demand using several years of your own records, not a guess.
From there you set trigger levels: specific, measurable numbers like a well level, a reservoir percentage, or a source-capacity threshold. Each tells you exactly when to move from asking customers to conserve voluntarily to requiring it.
Start this work early. One widely used state planning guide recommends beginning your response at least six months before restrictions might actually take effect. Building a response program, staffing, billing changes, public materials, all takes real time.
Waiting until the situation is obvious means deciding under pressure instead of by plan.
Once you have triggers and stages defined, "are we running out" gets a real answer. Not yet, here is the level we are watching, and here is what happens if it drops further. That beats both false reassurance and vague alarm.
It is the same answer whether you give it at a public meeting or in a one-line website update.
How to bring these answers to your next meeting
Do not lead with your slide deck. Pre-brief your board and any key local officials before the public meeting, with one visual and one number. That way the meeting confirms a story people have already heard, instead of delivering news cold.
Fifteen statistics lose a room; one picture, one number, and one clear next step tend to hold it.
Keep a short, plain-language answer ready for each of the three questions. Write it in advance, short enough to read aloud in under a minute. Keep the technical detail in an appendix for anyone who wants it, but do not lead with it.
When you do not know an answer yet, say so. Commit to a date you will follow up, then actually follow up on that date.
