A preventive maintenance program a small crew can actually keep
Why PM programs built in a motivated week fall apart by the third missed interval, and what to track, own, and review so one actually sticks.
A preventive maintenance program survives when it is smaller than the full task list you started with, when every task has a named Primary and Secondary person, and when the review is tied to a deadline you already have, like a monthly report. Start with a handful of daily and weekly checks running without gaps, then add layers. Keep a separate logbook per asset class (sources, pumps, pressure tanks, storage, disinfection, distribution), dated and initialed, and point each task to a written procedure.
You've probably built a maintenance binder before. It happens in a motivated week. Checklists go up, logbooks start, a rough schedule gets taped to the wall.
Then a valve emergency eats a Tuesday, or the person who built it leaves. The third missed interval never gets caught back up. Within a few months the shop drifts back to run-to-failure, fixing what breaks and hoping it doesn't break twice.
The task list itself is not the hard part. Washington State's preventive maintenance guide for small groundwater systems (publication 331-351) already lays out that schedule: what to check, how often. What kills a program is scope, ownership, and a missing review loop, and all three get fixed below.
Why do PM programs stall out?
Most stall for three linked reasons. Too much task list gets adopted at once. No task has a clear owner, and there's no built-in moment to catch a miss.
Overambition is the easiest to spot in hindsight. WA DOH's own list is a starting point, not a mandate: add, subtract, or modify tasks to fit your system and your state's rules. A two-person shop that tries to run a full-size utility's daily and weekly schedule from week one won't keep it up.
Ownership is the quieter failure. WA DOH's template for building a program assigns every task a Primary, a Secondary backup, and a written procedure reference. Without that assignment, a task with no name attached defaults to whoever remembers that day, and eventually to no one.
The review loop is the piece most binders skip. A logbook nobody reads back is just paper moving from clipboard to drawer. WA DOH ties this to the chlorination calendar: reports are due to the Office of Drinking Water by the tenth of the following month.
That deadline forces someone to open the log every month, whether they planned to review it or not.
What should you track for each asset class?
Track a separate logbook per major system component, not one binder for the whole plant. Record the date and the name of whoever did the work.
WA DOH structures its own postable checklists around six components. Each one carries a different daily-to-annual mix:
- Groundwater sources: source meter readings, pump run hours and cycle counts, well-house security, and, less than yearly, measured pump capacity in gallons per minute.
- Pumps and pumping stations: motor sounds and vibration, cycle rate, bearing temperature, gauge and control checks, and an annual generator test.
- Pressure tanks: the air-to-water ratio in the sight tube, line pressure, and the pressure relief valve.
- Storage facilities: level indicators, overflow and vent screens, security alarms, and a full inside-and-out inspection industry practice sets at roughly every five years.
- Chlorine disinfection: solution level, free chlorine residual, feed pump condition, and the 30 to 60 day chemical supply.
- Distribution: service pressures, coliform sample results, valve exercising records, and the annual water audit.
Photos with field notes, or a short video with narration, count as records too. They're often faster to capture mid-shift than a written note.
The chlorine numbers are worth tracking closely. A 15 percent sodium hypochlorite solution stored cool and dark might lose just 0.1 percent strength in a week. Left in sunlight, that same solution can drop from 15 percent to 12 percent in a single day.
That's why the 30 to 60 day supply rule exists, and why WA DOH says to store stock cool, dark, and in tight-lidded containers.
How often do the tasks actually need to happen?
Daily tasks are tied to health and safety: chlorine residuals, security checks, well pump run times. Weekly and monthly tasks track trend more than crisis.
Quarterly and biannual tasks are physical inspections. Annual tasks are the ones you can only reasonably fit in once a year. Flushing the whole distribution system and reviewing your emergency response plan are two examples.
A few of the numbers carry real weight. A well pump cycling on and off more than 6 times an hour usually signals a bad bladder tank or a waterlogged hydropneumatic tank. Left alone, that wears out the motor fast.
WA DOH recommends exercising half your mainline valves in spring and the other half in fall, so every valve turns at least once a year.
A few more numbers help you catch trouble early. Distribution pressure above 70 psi counts as excessively high; normal working pressure below 40 psi, or occasional drops below 20 psi at peak use, counts as excessively low. Iron above 0.3 mg/L or manganese above 0.005 mg/L at the tap is WA DOH's threshold for a red or black water complaint worth escalating.
Stored water should turn over roughly every 3 to 5 days, adjusted for your source quality and demand pattern. The annual water audit sets a goal of under 10 percent unaccounted-for water; anything over 15 percent counts as excessive leakage.
Treat these as starting points to adjust, not fixed rules. WA DOH says to modify the whole schedule to fit your system and your state's requirements.
How does this tie into your O&M manual?
A PM schedule and an O&M manual are two views of the same information. The schedule says when a task happens; the manual says how to do it.
WA DOH's own responsibilities template makes the link explicit. Alongside Task, Primary, and Secondary columns, it adds an SOP Reference column pointing to your written procedure manual. A Secondary person covering for someone out sick can follow the SOP instead of guessing.

WA DOH recommends keeping the O&M manual in the treatment building, not filed away in an office, so it's on hand when someone needs it.
Who owns each task, and how does the review loop stick?
Assign a Primary and a Secondary to every task. Attach the review to something that already has a deadline, rather than inventing a new meeting.
WA DOH's blank template covers Daily, Weekly, Monthly, Quarterly, Biannual, Annual, and As-needed tasks. For each one it asks for a Primary, a Secondary, and an SOP Reference. Filling in the Secondary column is the step most shops skip, and it's the one that keeps a task covered when the Primary is out.
For the review loop, ride an existing deadline instead of adding a new one. The monthly chlorination report, due by the tenth of the following month, already forces someone to open the log. A small system can build the same habit around its billing-cycle meter reads or its quarterly hydrant check.
A small groundwater system in a hypothetical City of Everytown might start with just three tasks. The daily chlorine residual log, the weekly pressure check, and the monthly chlorination report all get a Primary and a Secondary from day one.
Once those three run for a few months without a gap, the quarterly and annual layers get added on top, not before.
That is a smaller program than the full WA DOH list, but it's the one that survives a bad month.
