The sanitary survey, prepare like it matters

Self-inspect all eight elements and pull your records before the surveyor arrives, so the visit feels like a checkup instead of an audit.

The short answer

A sanitary survey checks eight required elements: source, treatment, distribution, storage, pumps, monitoring, management, and operator compliance. Community systems get inspected at least every 3 years, non-community every 5. Self-inspect each element before the surveyor arrives, and pull your records package (past survey, monitoring results, plans, correspondence) ahead of time. A significant deficiency starts a corrective clock, typically 30 to 45 days to respond and up to 120 days to fix. Missing the deadline, not the deficiency itself, is usually what turns into a violation.

The letter says your sanitary survey is next month, and the questions start piling up. Which records does the surveyor actually want. What happens if they find something wrong.

A sanitary survey is not a pop quiz. Every piece of it, from the well casing to a chlorine reading you logged three winters ago, is something you can check yourself first. Systems that self-inspect before the surveyor arrives turn the day into a checkup, not an ambush.

This guide walks both halves of the job: what an operator checks on the ground, and what a manager or records-keeper pulls together on paper. Same eight elements, same survey, two different people usually doing the looking.

What does a sanitary survey actually cover?

A sanitary survey covers eight required elements, set by federal rule and scored against your state's own standards (40 CFR 142.16). The rule names them directly: water source, water treatment, the distribution system, finished water storage, pumps and controls, monitoring and data verification, system management and operation, and operator compliance with state requirements.

Frequency depends on what you run. Community water systems get surveyed at least every 3 years; non-community systems, the kind serving schools, campgrounds, or factories, get 5 years. Two things can stretch a community system's cycle to 5 years: a ground water system that provides 4-log virus treatment at every source, or has a clean coliform record with no monitoring violations since the last survey, or a surface water system your state rates as an outstanding performer.

How do you self-inspect before the surveyor arrives?

Walk the same eight elements in the same order a surveyor would, source to tap, and write down anything you would not want a stranger to find first.

Work through it in this order:

  • Source: check the well casing height and vent screen, confirm the grout seal is intact, and measure the buffer around anything nearby that could contaminate it.
  • Treatment and disinfection: confirm your residual holds at the entry point, and that turbidity or CT actually gets logged, not just remembered.
  • Pumps and storage: hatches lock, vents and overflows stay screened, and a hydropneumatic tank holds roughly ten times your largest well pump's capacity.
  • Distribution and cross-connections: testable backflow assemblies get tested every year, and isolation valves get exercised on a schedule you can point to.
  • Monitoring and data: pick one value at random, a chlorine reading from three months back, and confirm it matches your handwritten log, your monthly report, and what you sent the state.
  • Management and the operator record: your certification is current, and you have a written procedure for the tasks that matter most, like backwashing, valve exercising, and chemical feed changes.

One field checklist puts real numbers on the source buffer: 50 feet from a watertight sewer, 100 feet from a septic tank or other sewer, and 200 feet from a sewage field or animal pen. Your state's own numbers may differ, so check the standard your surveyor will actually use, not someone else's.

Each item on that list sits where surveys most often turn up trouble: a missing well seal, an unscreened vent, a residual that quietly dropped below the line, a backflow assembly nobody tested this year.

What records does the surveyor want to see?

The surveyor wants your paper trail: the last survey report and what you did about it, your compliance monitoring results, and the written plans that govern how you run the system. Pull all of it before the survey starts, not while the surveyor is standing in your office.

Gather your last survey report and proof of what you did about every deficiency on it. Add your correspondence with the state, your compliance monitoring results, your last few Consumer Confidence Reports, and any enforcement letters. Then add your plans: a source protection plan, a sampling site plan, an emergency and contingency plan, a treatment schematic showing where each chemical goes in, and a cross-connection control plan.

Keep the paper trail current, not just complete. Your copy of a sanitary survey report stays on file 10 years, your state's copy for 12, and lead and copper data the longest at 12 years. A file that is missing a document is a smaller problem than a file where nobody can find the current version.

When the report comes back, expect a system schematic, photos of any deficiency, a written list of significant deficiencies with their deadlines, and a summary of every other finding in priority order. Compare it against what you heard in the closing conversation. Any difference between the two should get resolved before the report is final.

What counts as a significant deficiency, and how fast do you have to fix it?

A significant deficiency is a serious defect in design, operation, or maintenance. It is a failure or malfunction in your source, treatment, storage, or distribution system that your state determines is causing, or could cause, contamination. Smaller problems get logged as findings, but a significant deficiency starts a clock.

The clock varies by system type. Surface water systems get 45 days after receiving the report to respond in writing with how and when they will fix each deficiency. Ground water systems under the Ground Water Rule get 30 days to consult with the state, then 120 days from the original notice to complete the fix or land on an approved schedule.

A sanitary defect flagged during a coliform-rule assessment gets only 30 days to fix or get on an approved schedule. Ground water systems have four ways to close a significant deficiency: fix it directly, eliminate the source of contamination, switch to an alternate source, or add treatment that reliably achieves 4-log virus removal. None of this makes triggering the process a violation; missing the deadline is what turns it into one.

How do you work with the surveyor on the day?

The visit follows a set order: an opening briefing, a review of your records and plans, a walk-through that starts at the source and follows the water through the whole system, and a debrief before the surveyor leaves. Knowing that order lets you plan who needs to be there and when.

Answer the way you actually operate, not the way you think you should. Surveyors ask open questions, like how you decide when to backwash a filter, rather than leading ones, and a rehearsed answer that does not match your logs stands out more than an honest one. Do not stage equipment for the visit; let it run the way it runs on a Tuesday.

Your certified operator needs to be there and needs to participate. Turning the inspector away, or simply not engaging, counts as its own violation, apart from anything the survey turns up in the plant. If something serious turns up, get it in writing. An undocumented hallway conversation does not start any clock, and it will not protect you later.

Findings come back in a set priority: first any immediate threat to public health, then significant deficiencies, then smaller findings, then recommendations. That order tells you where to spend your first dollar and your first hour after the visit.

A clean survey starts long before the surveyor's car pulls in. It starts with the coliform-positive drill you already ran, and the backflow test you did not skip. Use this guide as your walkthrough, then go run it.
