Run your next sewer overflow like a drill, not a panic
A step-by-step walkthrough for running a sanitary sewer overflow as a rehearsed drill, stop it, document it, report it, and stop it from happening again.
An SSO response has five steps: cut off what's feeding the overflow and recover the wastewater that got out, document it with photos and a volume estimate while you're still on scene, notify your on-call chain and then your state regulators on the clock your state sets, and file the written report your state requires. After cleanup, find the actual cause, a sag, a defect, a failed alarm, a pipe that's too small, and fix that, not just the symptom, so the same spot doesn't overflow again.
You get the call on a Saturday afternoon. Sewage is backing up in a low spot near the creek, or bubbling out of a manhole down the street. Whether you have a written plan or not, what happens in the next ninety minutes decides the outcome.
A sanitary sewer overflow is survivable, and most are. What makes one costly is the first hour: late containment, no photos, a report that misses your state's clock. None of that is complicated to fix. It just has to be rehearsed before the day it matters.
Treat an SSO like a fire drill, not an emergency you're inventing on the spot. Every crew member should know the order cold:
- stop it
- contain it
- document it
- call the right people
- write it up
- fix what caused it
What counts as a sanitary sewer overflow?
Any time untreated or partially treated wastewater escapes your system, whether as a spill, a release, a backup, or a diversion, it counts as a sanitary sewer overflow. That holds whether or not it reaches a waterway.
That covers a lot of ground:
- an overflow that reaches a stream or drainage channel
- one that stays entirely on your own property
- a backup into a home or business caused by a blockage or flow condition in the public portion of your system
A blockage that starts inside a homeowner's own private lateral is generally their problem, not yours, even though some states still want it logged. Know which is which before the call comes in. It changes who you notify and how fast.
What do you do in the first minutes?
Three things, in order: cut the source, keep the spill contained while you recover the wastewater, and protect anyone nearby.
Whoever takes the call, usually the on-call operator, makes a fast initial read. Is this a blockage, a collapsed pipe, a failed pump station, or just more rain than the system can carry? That read sets what equipment and how many people you send.
If you smell a strong chemical odor instead of sewage, stop. Back away, call 911, and wait at a safe distance for hazmat. That is not a normal SSO, and normal SSO gear will not protect you.
For a normal SSO, work the sequence:
- remove whatever is blocking or breaking the line
- contain the overflow with what you have on hand: sandbags, plugs, portable pumps
- pump or vacuum the spilled wastewater back into the system rather than letting it soak in or run off
A small system without its own jet truck or vactor should already have a contractor on call who can respond in under an hour. Line that up now, not during the event.
What evidence do you need before the scene is gone?
Photos, a volume estimate, and exact start and stop times, captured while you're still on site, not reconstructed later from memory.
Photograph the source of the spill, how far it traveled, your containment, and the cleanup. If it happened, capture where the wastewater entered a waterway too. Photograph the unaffected areas as well. Both sides of that record protect you if a neighbor later claims damage this SSO did not cause.
On scene, write down:
- when the call came in
- when you arrived
- when you stopped the source
- your estimate of gallons released, and gallons recovered
- the likely cause
These are close to the minimum facts your state's spill report will ask for. Capture them cleanly on scene, and you won't be guessing later.
Who do you call, and how fast?
Your own on-call chain first, then your state's regulators, on a clock your state sets, not one you get to choose.
Every system needs at least one person reachable 24 hours a day. Assume the first report of an SSO comes through 911, not your own office line. Write your chain of communication around that reality.
Once the spill is confirmed, the person in charge escalates outward:
- local health officials
- your state's environmental agency
- if the spill reached surface water, whatever regional water authority has jurisdiction
Federal guidance describes a general shape. Notify within 24 hours by phone, a voicemail does not count, then follow with a written report inside about five days.
States tighten that considerably. California's rule, as one example, sets these clocks once a spill reaches surface water:
- two hours to notify state and regional officials
- 24 hours to certify that you did
- three business days for a draft report
- 15 days for a final certified report
Your own state's numbers may look nothing like that. Know them before you need them, not while you're standing in the spill.
What if the overflow reaches someone's home?
Contain it fast, and keep people and pets out. Hand the cleanup to a certified restoration company rather than doing it yourself.
Photograph the damaged rooms and the undamaged ones before anyone starts cleaning, the same before-and-after logic as the spill site. Your crew's job is quick first aid: move furniture out, wipe down what you can reach, nothing more. Hand the rest to a company built for it:
- available around the clock
- staff certified to the water and sewage damage standard
- staff certified to the mold remediation standard where mold is a risk
Appoint one person to talk with the homeowner and stay in contact through the cleanup. A resident may need a hotel room for a few days while the work happens. One steady point of contact does more for how this incident is remembered than anything else you do that day.
How do you close it out and file the report?
File a written report through your state's spill-reporting system, on the timeline that overflow's size and destination require. Keep a complete internal file whether or not the state asks for one.
Bundle everything into one record: the field report, the photos, lab results if you sampled, and any witness statements. Larger or regulated spills usually carry shorter clocks and heavier documentation. Small, fully recovered spills that never left your own system usually get a lighter, monthly rollup instead. Even a month with zero spills is often something you still have to certify, not something you get to skip.
If you're not sure your paperwork matches what your state expects, its compliance staff can tell you before you file. That conversation goes a lot better before the fact than after.
What follow-up stops the next one?
Find the real cause, not just the symptom, or the same spot overflows again.
A blockage reported as roots might actually be a sag, an offset joint, or someone's grease. Run a camera through the line and check its history before you decide what actually fixed it last time. What you do next depends on what you find:
- a dirty or sagging line gets cleaned and put on a real maintenance schedule
- a structural defect gets repaired or lined, not just cleared
- a pump-station failure gets a reconfigured alarm, not just a reset
- a genuine capacity problem gets a flow meter and an honest look at whether the pipe is too small
Debrief the response with your crew while it's still fresh: what worked, what didn't, what you'd change next time. Keep it blame-free so people tell you the truth. Fold what you learn into training and into your written response plan.
