The business now sits on your desk

You trained for the plant, but the general-manager seat runs on two more legs, managerial and financial, that nobody tested you on.

The short answer

Your job now has three legs: technical (the plant, which your career already trained), managerial (staffing, records, policies, planning, outside relationships), and financial (revenue, reserves, and books that actually cover the true cost of service). All three have to hold at once, and small systems carry a documented gap on the last two. Reading your utility's money, building an honest budget, and briefing your board well are where you build the managerial and financial legs your career skipped.

What you will be able to do

You spent years learning the plant. You know the wells, the pumps, the chemistry, and the fix for a stuck valve at two in the morning. Now the questions on your desk are different: can we make the loan payment, does the board understand the rate increase, why does the auditor keep flagging the books.

Maybe you got promoted into a general manager title. Maybe there was no promotion at all: your system is small enough that the top operator has always been the general manager, and the title just caught up with the job. Either way, nobody handed you a certification exam for this half of the work.

Rung 4 of the manager track.

There's a name for what changed, and it comes straight out of federal law. Your job now runs on three legs, not one, and your whole career trained exactly one of them. This guide maps the other two and points you to the guides that teach each in detail.

Where the TMF framework came from

In 1996, Congress amended the Safe Drinking Water Act, and the amendments reshaped how small systems get judged and funded. Before that, regulators used the word "viability," which implied a system either passed or failed a one-time test. EPA renamed the concept "capacity development" on purpose, to signal an ongoing process instead of a pass-or-fail label.

Capacity development means a system has the technical, managerial, and financial capacity, TMF for short, to reliably deliver safe water and stay in compliance. States that fail to build programs checking TMF capacity in new systems, and strategies helping existing systems build it, lose a share of their federal drinking-water loan money.

A system that lacks TMF capacity, or is already in significant noncompliance, can be denied that loan money outright, too. TMF is not an abstract framework. It is written into how the money moves.

One more number worth carrying: more than 95 percent of water systems in the country serve fewer than 10,000 people, and the smaller the system, the higher the odds of a compliance violation. That's not because small operators are less capable; every system runs under the same federal rulebook with a fraction of the staff and budget to carry it. TMF is EPA's attempt to name, and eventually fund, all three legs that rulebook actually requires.

The technical leg, the one you already have

Technical capacity is physical infrastructure plus a certified operator who understands the system from source to tap: adequate source, treatment, storage, and distribution. If you came up through operations, this leg is already built. It's the reason the board, or the owner, trusted you with the rest of the job.

That part of the job doesn't need to be retaught here. What's missing is the other two legs, and that gap is exactly why this rung exists.

That's also true of the wastewater side, the safety side, and the crew-management side. This guide isn't the place for any of those either; it's the map, not the manual.

The managerial leg, what it actually contains

Managerial capacity is the institutional ability to direct the utility: who owns which decision, and how you staff the work. It's whether your records are something someone else could pick up if you left tomorrow, and whether you work from written policies instead of case-by-case judgment calls. And it's whether you're planning years out instead of month to month, and keeping up the outside relationships, your regulator, your lender, the utility down the road, that used to belong to someone else.

None of that runs on instinct; it gets built the same deliberate way you built your technical skills. One piece of it matters most once you're in this seat: who governs and who operates. As general manager, you now sit close to, or inside, that line, and getting it wrong in either direction costs you either accountability or expertise you need.

The financial leg, what it actually contains

Financial capacity is revenue sufficient to cover the true cost of service, plus the controls and planning to stay solvent. The legal root of this is full-cost pricing: rates that reflect what it actually costs to produce and deliver water, including debt service and reserve contributions, not just whatever keeps the doors open this month.

In practice that means revenue that covers what the system truly costs to run, not just what customers are used to paying. It means reserves set aside on purpose, not whatever happens to be left over in December. And it means books solid enough that a lender or a state agency actually trusts them.

Here's how far "true cost" and "actual rates" can drift apart at the smallest systems. Among community water systems serving 25 to 100 people, median total water revenue per connection is zero dollars, meaning at least half of the smallest systems charge nothing for water through rates at all. Only 37 percent of connections in that band are metered, more than half keep no separate income and expense statement, and if the meter never gets read, the revenue line stays empty no matter how good the water is.

You don't have to work through the statements or the budget alone. Reading your utility's money walks through the three financial statements and the ratios a board should screen with. Building a budget that tells the truth walks through building one from real costs instead of last year's guess.

All three legs, or none of them hold

A system can have first-rate pipes and still go under, because nobody planned the reserve that pays to replace them. A system can have a sharp manager at the helm and still go under, because the rates never covered what the water actually cost to deliver. TMF only works when all three legs hold at once; a gap in any single one drags the other two down with it.

It also helps to know that some of your financial pressure is structural, not proof you're doing something wrong. Small systems pay more per customer for reasons built into their size. A vendor charges the same flat fee whether you serve 180 connections or 4,000.

A rural service area needs more pipe per customer than a dense one, and a thin rate base means less borrowing power when something breaks. None of that excuses skipping the financial leg. It does mean the math is genuinely harder for you than it is for the utility three counties over, and the fix is planning, not guilt.
