What drives the price of a contract operating job

A retainer isn't a guess, it's built line by line out of visits, samples, distance, and the paperwork nobody puts in the proposal.

Start with the visit

Before anything else, price the visit. How often you're on site, how long you stay, and whether it's the same day every week or random days all change what the job actually costs you in time. A system that needs two hours a week is a different job than one that needs ten. A fixed schedule is easier to plan a route around than random days. None of that is a guess you make once and forget, owner and operator are supposed to work it out together and put it in writing, and it's the first number everything else gets built on top of.

Sampling and the recordkeeping it drags along

Sampling adds its own hours, and it's easy to underprice because it looks small on paper. Every collection point, every test, every result logged is time the visit alone doesn't cover.

EPA is blunt about the trap that follows from underpricing it: a contractor who shows up once a month to pull a sample is not operating the system. That's the "monthly sampler" pattern, and treating it like real responsible charge, active oversight with documented site visits, can put a system out of compliance. It also means two very different jobs get priced like one. If you're actually running the plant, making the calls that affect water quality, your rate should reflect that. If the job really is just sampling, price it as sampling and say so. Blurring the two shorts whichever one you're actually doing.

On call burden and the distance problem

Emergency response time is its own line item, not a footnote. A sound agreement names how fast you'll respond, and EPA notes that the acceptable response time moves with the system's treatment components and distribution system, how remote it is, and how bad the problem could get. A plant twenty minutes down the road is a different on-call commitment than one two hours out, before you've even touched a wrench.

Distance stacks with density. A cluster of systems in one radius shares drive time; systems spread thin don't. And someone has to cover the gaps, sickness, vacation, a holiday. EPA lists a few ways owners handle it: more than one certified operator, a certified circuit rider, or sharing operators with a neighboring system. Whichever one you use costs something, and it belongs in the price, not left as a favor you absorb.

The paperwork tax and where the math changes

Then there's the part that rarely makes it into a proposal: the paperwork. A real agreement expects documentation, records that show the visits happened, the duties got done, and the substitute operator's license is on file when you're out. EPA's guide is specific that this record has to be kept and available to the owner, not reconstructed from memory at renewal time.

Do that on paper across one system and it's manageable. Do it across five or ten, each with its own binder, its own schedule, its own certificate copies, and the hours add up fast, some weeks it's more clipboard than plant. This is where the math actually changes once you're running a book of systems instead of one. A record that already lives where your crew works, one place instead of five, means the tenth system doesn't cost you the same hours the first one did. That's the difference between a retainer that pencils out at scale and one that quietly loses money to a filing cabinet.
