In Arizona, one certified operator can run a small system from off-site, as long as someone qualified is on the ground and the phone gets answered.
Being a contract operator means carrying responsible charge for systems you don't own, on rules that change at every state line. This page holds what this state actually requires, cited to the current rule text and dated. If you're earlier in the journey, start with the guides below.
Arizona handles all operator certification, drinking water and wastewater, through one agency and one set of rules. ADEQ runs the Operator Certification Program (OpCert) under Title 18, Chapter 5 of the Arizona Administrative Code.
Water Distribution and Water Treatment each have four grades, 1 through 4, based on how big and complex the system is. Wastewater Treatment and Wastewater Collection use the same four-grade scale under a separate law, A.R.S. § 49-361. Every facility needs an operator certified at or above its grade.
Grade 1 and 2 facilities can use a remote operator under A.A.C. R18-5-104. Grade 3 and 4 facilities need someone on site, no exceptions.

Arizona's rule text does not use the phrase "contract operator." It says "remote operator" and "onsite representative" instead (A.A.C. R18-5-104). ADEQ's own guidance, including its Public Water System Certified Operator Contract Template, does use contract-operator language. Either way, one person is on the hook: the operator in direct or responsible charge, meaning the certified person legally accountable for water-quality decisions on that system. That authority can't be handed to someone else.
For a Grade 1 or 2 facility, the person standing at the plant does not need to be certified at all, as long as the remote operator is certified at or above the facility's grade and gives that person written instructions. The operator of record and the person on site can legally be two different people. To designate an operator, contact ADEQ's Operator Certification Program directly.

We didn't find a specific deadline for telling ADEQ you've hired a new contract operator. ADEQ publishes a Public Water System Certified Operator Contract Template to document the arrangement, but we could not confirm whether you have to submit that template to the agency, or by when. Arizona sets no limit on how many systems one operator can run. The real limit is distance: a remote operator must live within 200 miles by road of every facility they serve (A.A.C. R18-5-104). Plan your route around that number. There is no cap on the number of systems.

Groundwater drinking-water systems need at least one monthly visit from the remote operator. On the wastewater side, Grade 1 plants are also monthly, collection systems serving under 2,500 people need two visits a month, and Grade 2 plants serving fewer than 1,000 people need a visit every week (A.A.C. R18-5-104).
Remote operation is allowed for Grade 1 and 2 facilities, but only with real conditions attached: written operating instructions for the onsite person, good records, a phone number where the remote operator can always be reached, and a named backup operator on file for when they're out. Grade 3 and 4 facilities don't get this option. They need an operator on site.

ADEQ runs the Water and Wastewater Certified Operators Database through its OpCert Portal. You can search it by operator type, grade, and city. It's a certification-status lookup, not a hire-me directory, and there's no separate signup step. Any operator with an active certificate should already show up there, which makes it a fast way to check someone's standing before you put them on a contract.
We found no ADEQ-specific business registration or insurance rule for contract water or wastewater operators. Arizona's general contractor license, through the Registrar of Contractors, covers construction work like installing or repairing pipe above $1,000, but that's a different regime from running a treatment or distribution system, and we could not confirm it applies to operations-only contract work. What a board will actually ask for is the substance behind A.A.C. R18-5-104: named backup coverage, a phone number that's always answered, and written instructions for whoever is on site.
Most states don't make liability insurance a condition of holding a license. Carry it anyway. EPA's operator hiring guide puts it on the short list of questions every board should ask a contract operator: do you have liability insurance, and does it name the utility?
The reason is simple. You are making calls that affect public drinking water on systems you don't own. If something goes wrong, an uninsured operator puts the board's whole trust in you on the line, and boards that have been burned know to ask. Showing up to the first conversation with coverage in hand, and the certificate to prove it, closes the question before it opens. Talk to an insurance agent who handles utility contractors; policies that name each system you serve are the norm in this business.
