How a small crew works safe without a safety department
The killers do not shrink for a small crew, so the structure (kit, buddy rules, refusal) has to stand in for a safety department.
A small crew faces the same killers as a big utility (confined space, trench, traffic, gas, electrical) with no safety officer to own them. The fix is structure, not headcount: know the five hazards, keep a charged gas meter plus matched traffic control in the truck, agree on buddy rules before the job (who is attendant, how you signal, who has stop-work authority), and make refusal ("we do not enter without the meter") the standing rule, not a live argument. Specific thresholds still need a qualified safety professional's review.
You do not have a safety department. You have two people, sometimes three, and whoever answers the phone when a valve will not turn or a wet well needs a look.
A city with fifty employees can staff a full-time safety officer who owns the gas meters, the trench boxes, and the confined space log. Your crew owns all of that, on top of the actual job.
The hazards do not shrink to match the crew size. Confined space, trench collapse, traffic, gas, and electrical risk show up in ordinary work: a manhole inspection, a main break on a busy road, a lift station check after a storm. What changes with a small crew is who catches each hazard before it becomes an emergency, and how much of that plan has to be set in advance.
What actually kills people on a small water or wastewater crew?
Five hazards account for most of the serious injuries on water and wastewater job sites: confined space, trench and excavation, traffic, gas, and electrical contact.
None of these is exotic. A confined space is any wet well, vault, digester, or manhole big enough to climb into, with limited ways out. None of them were designed with a person spending real time inside in mind. A trench becomes a hazard the moment you dig deep enough to reach a main.
Traffic risk exists on any repair on or next to a road. Gas can build up in a lift station, a vault, or a manhole with no warning you can see or smell. Electrical contact is a risk wherever a pump, a panel, or a downed line sits near standing water.
A large utility assigns someone to own each of these categories: who tests the air, who calls out the trench box, who sets the cones, who locks out the panel. On a two- or three-person crew, the five categories are still there. They just do not have five separate owners; they have you.
Why does the plan have to be set before the truck leaves the yard?
Because a crew that stops to debate a safety call in the field is a crew that has already lost the time that decision needed.
The same logic runs through how a utility plans for an equipment or control-system emergency. Decide, in writing, who has the authority to make the call before anything happens; on a small team, the same one or two people hold the technical knowledge and the authority to act, so there is no time to sort out who is in charge once something has already gone wrong. Field safety works the same way: if "do we enter or not" is a live argument standing at the manhole, the argument already cost you the time you needed.
What is the minimum kit that has to work, not just exist?
A gas meter that is charged and current, a way to get someone out of a hole without a second person climbing in after them, traffic control matched to the road you are on, and a way to call for help that works from the bottom of a vault.
- A gas meter, tested before the shift and charged, for every person who might enter a confined space that day.
- A tripod and retrieval line, or an agreed way to pull an entrant out without sending the attendant in after them.
- Cones, signs, or a flagger, matched to the speed and volume of the road, for any work on or next to traffic.
- A radio or another way to call for help that does not depend on cell signal from underground.
The kit that matters is short:
A truck with all four items in it is not the same as a crew that checked all four before the shift. The gear only counts if someone looked at it that day.
What are the buddy rules when there are only two of you?
With two people, there is no backup crew, so the rule is simple: nobody enters alone, and nobody enters unwatched.
A two-person crew has exactly one attendant for one entrant. That is the whole margin. Before anyone goes into a confined space, agree out loud on the signal that means "get me out," and agree how often the person outside checks that the person inside is still fine.
On a trench, the same logic puts the second person where they can see the whole excavation, not swinging a shovel next to it. On a road, the person directing traffic does that job and nothing else while work is underway.
A two-person crew that tries to do two jobs with one person's attention has already broken the rule. It just has not found out yet.
How do you make the refusal normal instead of personal?
You give it a sentence everyone on the crew already knows, so nobody has to invent a reason under pressure: "we do not enter without the meter."
A refusal that has to be argued for in the moment, in front of a supervisor or a resident asking why the water is still off, loses more often than it should. A refusal that is already the crew's standing rule, agreed to before anyone reaches the job, is just policy. The same sentence works for the trench box nobody wants to haul out for a five-minute fix, the traffic control nobody wants to set up for a two-minute valve turn, and the confined space nobody wants to test twice; say it the same way every time and let it be boring.
This is also where crew authority gets settled before it is needed. If either person on a two-person crew can call the stop, and both agreed to that before the job started, the refusal is not one person overruling the other. It is the plan working as written.
What does a small crew do instead of a safety department?
Write down the handful of decisions a safety officer would otherwise make, and revisit them on a schedule instead of filing them away after the first pass.
One water-system security guide makes the same point about a different kind of review: the work is a goal reached through continued effort to assess and update, not a form completed once. Safety runs the same way. A one-page plan (which hazards apply to which job, what gear that job needs, who has stop-work authority, how the crew calls for help) does most of what a safety department would do, as long as somebody looks at it again after the first time.
None of this replaces a real safety program, and the specific numbers behind confined space entry, trench protection, and electrical clearance belong to a qualified reviewer, not a field guide. Your state's occupational safety rules and whatever training your primacy agency or state rural water association already runs are the source for those thresholds. What a two- or three-person crew can control is the structure: know the five hazards, keep the kit checked, agree on buddy rules before the job, and make the refusal boring.
