Water & Wastewater Operator Certification in Texas

What it takes to get and keep a water or wastewater operator license in Texas, and where to go for help. This page is the map: who runs the program, what the grades are, what the exam costs, and how renewal works. It is not exam prep. Rules change, so confirm with the agency before you act.

This page won't tell you how to pass a test. It tells you what's required in Texas and how the process actually works, so the paperwork doesn't stand between you and the job.

Your path to certified in Texas

  1. Start at Class D. You need a high school diploma or GED, no experience, a 20-hour Basic Water Operations course (Basic Wastewater on that side), and the Resiliency Overview on your training record. The application fee is $111. No diploma? A Provisional Class D exists at $74, one time only, good for 2 years.
  2. Treat D as the starter rung. Most Class D water licenses cannot be renewed if you run anything bigger than a small groundwater system, any surface water, or distribution at 250+ connections. Texas expects the climb to Class C, which takes 2 years of experience (1 hands-on) and a type choice: groundwater, surface water, or distribution.
  3. Book a computer-based exam. TCEQ exams run at registered testing centers, mostly college campuses. You pay the center's seat fee on top of the application, pass at 70%, and walk out with your score and a printed analysis. Some centers allow a same-day retest if the first try goes sideways.
  4. Renew on a 3-year cycle. Every water and wastewater class needs 30 CE hours, including 2 hours of approved Resiliency training for water licenses, and the hours must be done by the day the license expires. Since September 1, 2025 a late renewal is possible up to 180 days out, but at 1.5x to 2x the fee.

Who runs certification here

The Texas Commission on Environmental Quality (TCEQ), Occupational Licensing Section, licenses everything under 30 TAC Chapter 30: water operators, wastewater operators, collection system operators, plus the adjacent credentials a utility ends up needing (Customer Service Inspector, Water Treatment Specialist, Backflow Prevention Assembly Tester, and the OSSF septic family). One agency, one licensing hub, one online application system.

The grades and what they cover

Water system operators (license page) climb D, C, B, A. Classes C and B split into three types: groundwater, surface water, and distribution. Class A is a single license covering all three types, and it takes a Master's plus 4 hands-on years, a Bachelor's plus 5, or a high school diploma plus 8 (6 hands-on) along with 184 core training hours.

Wastewater treatment operators (license page) run the same D through A ladder. Class D cannot be renewed at activated sludge facilities of any size, so plan on C early if you work a package plant or bigger.

Collection system operators hold Classes I, II, and III on the same page, with Class III at 5 years of experience (3 hands-on).

The exam: logistics, not cramming

Texas writes its own exams and delivers them at computer-based testing centers, mostly university and college testing offices. Paper sessions ended in September 2022 and remain only as an ADA accommodation. Passing is 70%, the score and a printed exam analysis come out immediately, and each center sets its own seat fee on top of the $111 application.

Keeping it current (renewal)

Licenses run 3 years and renewals take 30 CE hours for every water, wastewater, and collection class (renewal requirements). Two wrinkles matter:

  • Resiliency hours. Water licenses need 2 of the 30 in approved Resiliency training every cycle, plus a one-time Resiliency Overview Standalone course within your first two renewal cycles. This is the post-Uri requirement from Senate Bill 3, spelled out in RG-637.
  • The clock is honest. CE must be complete by the expiration date. House Bill 1237 added a 180-day late-renewal window starting September 1, 2025, at 1.5x the fee for 90 days and 2x after that, but it does not extend the CE deadline. Renew-by-exam for wastewater ended March 23, 2025.

Class A and B operators cannot count the Basic course toward renewal credit. The per-license CE table lives in TCEQ's CE chart.

Training and continuing education

TCEQ approves providers and courses under 30 TAC Chapter 30, with a searchable approved training list. Texas Rural Water Association runs TCEQ-approved online courses with CE credit, and self-paced or correspondence courses cannot be repeated for credit within the same renewal period.

Reciprocity

Texas runs state-specific exams, so an out-of-state certificate gets a case-by-case review rather than an automatic transfer. Talk to TCEQ Occupational Licensing before you count on it, and budget the review time into any job start date.

  • TCEQ regional offices (16 statewide) handle sanitary surveys and compliance technical assistance, and the Public Drinking Water Section backs them up from Austin.
  • Texas Rural Water Association (TRWA), trwa.org: training, technical assistance, and the usual first call for small Texas systems.
  • Communities Unlimited, the regional RCAP for Texas, works the smallest systems at little or no cost.
  • Texas Water Development Board, twdb.texas.gov: the state's water funding and planning house.

Running a system in Texas

The facts managers and boards reach for most: who regulates what in Texas, and where the money and help come from.

Rate regulation. The Public Utility Commission of Texas regulates investor-owned water utilities only. Municipal and district systems set rates locally, which in Texas usually means a district board under Water Code Chapter 49 owning the vote.

Funding. The Texas Water Development Board runs the SRF loan programs and the state water plan. If a project is coming, TWDB's planning data is also where engineers will look first.

Staffing note for managers. The same TCEQ shop licenses Customer Service Inspectors and Backflow Prevention Assembly Testers. If your system enforces cross-connection control, somebody on staff (or on contract) needs those credentials too.
